INCI申請手数料増額に関するPMDAからの回答

前回のブログで、INCI申請手数料の増額について書きました。
それに関連して、何点かの疑問点を米国PCPCにぶつけていたのですが、その回答が来ましたので、ご参考までにここに書きたいと思います。
私が送った質問
1) When the price was increased to $400 last time (January 1, 2019), the reason for the price increase was “Due to increased costs with the INCI program” in the notice mail. This time, the price has suddenly increased by $600, but is the reason the same as last time?
前回（2019年1月1日）400ドルに値上げした際、通知メールには値上げの理由が「INCIプログラムによるコスト増加のため」と記載されていました。 今回、急に$600値上がりしましたが、理由は前回と同じでしょうか？
2) Similarly, at the last-time price increase, the method for using the difference in price was stated as “Improvements to the application process and website infrastructure,”. How do you plan to use the price difference?
同様に、前回の値上げの際には、価格差額の活用方法を「申請手続き及びウェブサイトのインフラ整備」としておりました。 価格差をどう活用する予定ですか？
3) Are there any plans to set prices in stages that take into account the complexity of the INCI application process, such as setting the fee at $600 for plant-based ingredients? Or, is it okay to say that the application fee will be a flat rate of $1000, no matter what the application is, as has been the case?
植物由来原料の料金を 600 ドルに設定するなど、INCI 申請プロセスの複雑さを考慮して段階的に価格を設定する予定はありますか? それともこれまで通り、どのような申請であっても申請料は一律1000ドルということでよろしいでしょうか？

Thank you for your email. Inflation is the primary reason for the change in the INCI application fee. In general, the price increase was necessary due to the rising costs associated with maintaining the overall operation and efficiency of the INCI program and positive user experience. While the increase may seem high, please be aware that the fee structure associated with obtaining an INCI name is far less than other similar services. For example, the fee for obtaining a USAN (drug ingredient) ranges from $8000 to $23,000 per application; an INN application fee is $12,000; and an application for a CAS number begins with a search at the rate of $260 for 30 minutes of professional time. Regarding your third question, a tiered structure for pricing would not be appropriate because the value of the INCI name assignment is the same irrespective of the ingredient-type.

メールありがとう。 INCI 申請料変更の主な理由はインフレです。 一般に、INCI プログラムの全体的な運用と効率、および良好なユーザー エクスペリエンスの維持に関連するコストの上昇により、価格の値上げが必要でした。 値上げは高く見えるかもしれませんが、INCI 名の取得に関連する料金体系は他の同様のサービスに比べてはるかに低いことに注意してください。 たとえば、USAN (医薬品成分) を取得するための手数料は、申請ごとに 8,000 ドルから 23,000 ドルの範囲です。 INN 申請料は 12,000 ドルです。 CAS 番号の申請は、30 分間の専門時間に対して 260 ドルの料金で検索することから始まります。 3 番目の質問に関しては、INCI 名の割り当ての値は成分の種類に関係なく同じであるため、価格設定の階層構造は適切ではありません。

（INCI申請料はまだ安い方なんだよ！という言い訳をしてくるとは思いませんでしたが・・・）
